This site provides information on how to receive calls from inmates housed with Kansas Department of Corrections (KDOC).

Friends, family members, or attorneys can establish Prepaid Collect calling accounts to pay for inmate calls to their phone number, subject to approval of their phone number by KDOC staff. Accounts can be managed by phone or internet. Inmates can also purchase phone time through commissary using funds from their inmate trust accounts. Transaction Fees

Ancillary transaction fees have been eliminated by KDOC. This elimination includes transaction fees for purchasing Prepaid Collect services using a credit/debit card.

Please note that if using Western Union to purchase Prepaid Collect services, Western Union will charge a fee of $5.50 when using its SwiftPay product. No additional fees are imposed by CenturyLink on top of these negotiated charges.

Provided through CenturyLink's billing agent ICSolutions, Prepaid Collect allows you to receive calls to your specific phone number. No monthly spending Limits

Calls can be completed to cell phones, internet phone services, or other services which do not provide Traditional Collect billing.

Debit (Inmate-Prepaid)
Debit services are purchased directly by inmates using funds from their KDOC trust account. Click here for more information on how to fund a trust account for a KDOC inmate.

Debit calling can be used by the inmate to call any number approved by their facility.

Note: If you accept a call from a KDOC inmate and have not already established a Prepaid Collect Service, you will receive one complimentary 60-second call and then automatically be given the opportunity to set up an account with a customer service agent
Direct Billed
Available only to attorneys and bondsmen, Direct Bill enables high volume customers to pay for calls using a separate monthly bill. Direct Bill customer service is available at 800-464-8957.
Traditional Collect
Calls are billed on your monthly local phone service bill, if your phone company provides this option. There is no need to set up service; service will be set up automatically when you accept a call. Note that service is subject to credit and a 30-day spending limit. Traditional Collect customer service is available at 888-664-7839.

Video Visitation
Video visitation provides more convenient access for family members and attorneys to visit with inmates, either on-site at the facility or remotely in their home or office.

Who do I contact about receiving calls from Kansas Department of Corrections (KDOC)?
Called parties do not need to contact anyone prior to receiving calls from an inmate/offender/resident. Calls can be received using any of the three methods described below.

Each time an inmate/offender/resident attempts a call to your number, the system requires your positive acceptance prior to allowing the call to go through. The system also allows you to deny the call or block future calls to your number, in addition to offering the opportunity to hear a rate quote for the call. Note that local facility rules also determine whether an inmate is eligible to call your number.

Prepaid Collect Calls

A Prepaid Collect account can be set up on an individual telephone number through CenturyLink's billing agent ICSolutions at 888-506-8407 or www.icsolutions.com. Alternatively, on the first accepted call you will be automatically be given the opportunity to set up service.
  • Note that taxes are separate from the Prepaid Collect balance.

  • Purchases are posted on the same day.

Traditional Collect Calls

Traditional Collect calls can be received by individuals who fall within the following guidelines:
  • The local service provider must have an active collect billing service agreement in place; for example, most cell phone providers do not provide Traditional Collect billing services
  • A monthly spending limit is set based on payment history, including a payment history of 6 months or more with no past due balances or service interruptions.
  • There must be a payment history of 6 months or more with no past due or service interruptions on the telephone number receiving the collect calls.

Can I receive calls on my cell phone?
Yes. You may accept calls on your cell phone by setting up prepaid account by calling 888-506-8407 or visiting www.icsolutions.com. Debit calling also allows calls to cell phones.

How do I purchase Prepaid Collect calling services?

There are Three Ways to Purchase Prepaid Services (Prepaid Collect + Debit):

  1. Online: The fastest and easiest way to purchase prepaid phone services is by using the Online Payment Processing Service. This service allows you to conveniently purchase prepaid phone services using a credit or debit card. As soon as your payment is complete, you will have access to the services just purchased.

Who do I contact to block or unblock my number from Kansas Department of Corrections inmates?

Blocks on Phones

When you receive a call from KDOC inmates, you will be given the option to refuse that call. Additionally, you will be given the option to block all future calls from KDOC.

If a called party inadvertently blocks their phone number in error, they should call CenturyLink's agent ICSolutions at 866-506-8407.
Who does an inmate contact if they are having problems completing calls?
Inmates complete a concern form provided by KDOC and place it into a drop box for resolution.
What other restrictions are there on calls from KDOC inmates?
The following restrictions may be applied by the KDOC to inmate calls:
  • Limits on length of calls (currently 60 minute maximum).
  • Staff approval of numbers being called
  • Limits on number of calls to the same number in a given length of time.
  • Call monitoring, recording, and use of a PIN (in order to place calls).
  • Blocks on types of phone numbers (such as 800 numbers) or selected phone numbers.
  • Temporary or permanent denial of phone usage rights based on such factors as disciplinary problems or requests by a called party.
How does a released inmate get a refund on their debit account?
Pre-addressed post cards are typically at release for inmates to mail in debit refund requests. A copy of the Refund Request Form is also available online.

  • Requests must include the inmate's name, inmate I.D. number, residential address, daytime phone number, and date of release.
  • For records retention purposes, refund requests must be received within 30 days of release
  • Please also allow up to eight weeks for refunds by mail to be received.
How do I get a refund for unused prepaid services once my loved one is released?
Simply call 888-506-8407. If refunding to the credit or debit card on file, refunds are available on the same day requested, typically within 15 minutes.

Why was my call disconnected?
Calls can disconnect for a variety of reasons including:
  • accepting call waiting
  • using a cell phone or VoIP number (phone service over the internet)
  • dropped calls from a cell phone or VoIP number (phone service over the internet) due to poor coverageplacing a call on hold
  • security reasons within the facilities
Why can't I receive Traditional Collect calls?
Many telephone services do not have a billing agreement with CenturyLink Public Communications to allow you to receive a collect call. For example, cell phone and Voice over Internet Protocol (VoIP) providers do not offer Traditional Collect billing options.
I am an attorney or bail bondsman. How do I set up a Direct Billed Account?
Simply call the direct billing line at 800-464-8957. Once prepaid phone services are purchased for a Prepaid or Debit Telephone Account, calls can be accepted almost immediately thereafter.

Once Prepaid Collect services are purchased, calls can be accepted almost immediately thereafter.
My phone call was inaudible or was disconnected prematurely. How can I get a refund for the cost of that call?
For Prepaid Collect customers, please call 888-506-8407. For Traditional Collect customers, call 888-664-7839. Our representatives can investigate technical problems with your phone call, including listening to the call recording to determine the cause. If it is determined that the problem was not caused by another external factor (for example, a bad cell phone connection), our Customer Care Representative can credit phone services back to the account that was used for the call.
